人民幣繼續走跌 央行無意終止人民幣貶值

China is in no hurry to halt a recent slide in the yuan despite new U.S. pressure to get Beijing to strengthen the Chinese currency against the dollar.

Interviews with a Chinese central-bank official, bankers and analysts suggest Beijing won't Move in the near term to halt the currency's weakening. The yuan has fallen 2.3% this year, making the tightly controlled currency the worst-performing in Asia against the dollar, according to HSBC Holdings PLC.

The drop prompted a senior official at the U.S. Treasury Department on Monday to warn that Washington is looking closely at whether Beijing's efforts to devalue the yuan represent a shift in policy that could start a round of competitive devaluations. It would 'raise serious concerns,' the Treasury official said, if China is backing away from making the yuan a more market-based currency.

But Beijing considers the drop part of its effort to drive out short-term speculators who see the yuan's strengthening as a sure bet, said the central-bank official and others. That makes Beijing unlikely to act unless the yuan, also known as the renminbi, moves too sharply.

'Part of the central bank's job is to maintain stability in the renminbi's exchange rate,' said an official at the People's Bank of China, the country's central bank. 'Barring a sharp decline that could destabilize the country's economy, the PBOC is unlikely to intervene to make it higher,'

The drop also reflects investor concern about a further slowdown in the Chinese economy, say analysts and investors. It comes after the central bank last month doubled the range in which the yuan is permitted to trade on a daily basis, which has exacerbated the slide spurred by Beijing.

'Market participants have taken this as a cue to sell yuan as they became increasingly concerned over recent signs of slowing economic growth,' said Zhang Ming, a senior economist at the Chinese Academy of Social Science, a government think tank.

Longer term, investors and analysts widely believe China will allow the currency to resume its rise against the dollar, adding to a more-than-33% strengthening since 2005. They cite expected capital inflows, the potential for an improving economy later in the year and concern about producing a backlash in Washington that could cause congressional action to penalize China.

But its current stance is likely to make the issue a lingering source of contention between Beijing and Washington. The U.S. and other Western countries have long urged China to let the yuan rise at a faster pace. A weaker yuan, they have said, gives Chinese exporters an unfair edge over their foreign competitors.

People familiar with the PBOC's thinking have argued that depreciation is needed to drive out short-term speculators who expect steady appreciation and have used different methods to buy yuan, putting even more pressure on the currency to appreciate.

An influx of speculative capital last year--driven in part by investors betting on yuan-denominated assets--complicated China's efforts to manage the economy, contributing to property bubbles and injecting excess cash into the financial system. One sign of the PBOC's heavy intervention to control the yuan's rise: China's foreign-exchange reserves grew nearly $510 billion last year, to $3.8 trillion, as the central bank bought dollars with yuan and tried to slow the appreciation of the Chinese currency.

'The Chinese authorities will remain cautious in the near term regarding any potential resurgence in speculative appetite for the yuan,' said Paul Mackel, head of Asian currency research at HSBC in Hong Kong.

China hopes to convince investors that the yuan could just as easily weaken as strengthen, giving them pause when they consider piling on bullish bets that could add upward pressure on the currency. Greater two-way fluctuation, they maintain, is necessary before China can give the market a bigger role in determining the yuan's value--a move the government must make to fulfill its ambitions that the yuan become an important global currency.

Chinese officials also have argued in the past year that the yuan is approaching its fair-market value, meaning that investors shouldn't expect it to increase in value much more. As evidence, they point to the country's shrinking trade surpluses.

The PBOC started intervening in late February to drive down the yuan's value against the dollar. It guided its parity rate--the daily rate at which the yuan is allowed to trade 2% either way--lower against the dollar. It also instructed banks to purchase the dollar, according to traders and people familiar with the central bank's thinking.
