今天，我們在世界旅遊勝地——夏威夷檀香山隆重聚會，慶祝中華人民共和國成立62週年。我謹代表中國駐洛杉磯總領事館，向沙茨副州長、佘貴 人衆議長以及參加今天招待會的夏威夷各界嘉賓表示熱烈歡迎，向遠道而來的中國國僑辦許又聲副主任，以及在夏威夷工作、生活的廣大僑胞、中資機構和中國學生 學者代表致以節日問候，向長期以來關心和支持中國發展的美國各界朋友表示衷心感謝！
Today, we gather here in Hawaii, the world-faMous tourist attraction to celebrate the 62nd anniversary of the founding of the People's Republic of China. On behalf of the Chinese Consulate General in Los Angeles, I'd like to extend the warmest welcome to Lieutenant Governor Schatz, Speaker Say, and all distinguished Hawaiian guests present today. My welcome particularly goes to Vice Minister Xu Yousheng, who came all the way from China, and my fellow compatriots working and living in Hawaii, personnel from Chinese companies, Chinese scholars and students based in Hawaii. Thank you for your support to China's development and wish you a happy national day holiday.
今年是中華人民共和國成立62週年。62年來，中國人民不斷總結經驗教訓，摸索出一條中國特色社會主義發展道路。正是在這條道路上，中國從 一個積貧積弱的農業國，發展壯大成爲經濟規模居世界第二的新興工業化國家；正是在這條道路上，中國這樣一個世界上人口最多的國家，成功地把各族人民凝聚成 萬衆一心的力量，朝着正確堅定的方向團結奮進，共同建設起了經濟發展、社會穩定、繁榮富強的中國，爲世界的和平、穩定與繁榮作出了重要貢獻。
This year marks the 62nd Anniversary of the Founding of the People's Republic of China. In the past 62 years, China adhered to the road of socialism with Chinese characteristics. By following this road, China ended the suffering of being poor and weak, and became the world's second largest economy. By following this road, China, as a nation with the largest population over the world, is moving forward to the right direction by achieving economic development, social stability and national prosperity, which also makes remarkable contribution to the world.
今年也是中國共產黨成立90週年、辛亥革命100週年。中國共產黨人傳承了爲追求民族獨立、民主自由和民生幸福，追求國家富強、實現國家統 一而矢志不渝、鬥志彌堅的辛亥革命精神，激勵着海內外全體華夏兒女自強不息、開拓進取、開放包容、同舟共濟，實現了世紀夢想、開創了嶄新局面。特別是改革 開放30多年來，中國社會生產力以前所未有的速度向前發展，中國人民生活水平總體上實現了由溫飽向小康的歷史性跨越，中華民族的偉大復興展現出前所未有的 光明前景。新的前進號角已經吹響，新的偉大征程已經開啓。
This year marks the 90th Anniversary of the Founding of the Communist Party of China, and also the Centennial of the 1911 "Xinhai" Revolution. In this great cause, the CPC carried forward the Xinhai Spirit of striving for China's prosperity, unification, national independence, democracy and people's well-being. The CPC also called upon peoples both at home and abroad to seek self-improvement, break new ground, learn from others and help each other in difficult times. From then on, the Chinese people embarked on the bright road of independence and liberation. Especially during the 30 years after opening-up, great achievements have been made on China's social productivity, Chinese people's living standard and the great revival of the Chinese nation. The CPC is leading China and the Chinese people to a bright future.
今年還是中國實施“十二五”規劃的開局之年。應當看到，中國仍然是一個有衆多人口的發展中國家，人均GDP只有約美國的1/13，在經濟社 會發展過程中仍面臨諸多矛盾和挑戰，實現全面小康社會的目標還有很長的路要走。實施“十二五”規劃，正是要以科學發展爲主題，以加快轉變經濟發展方式爲主 線，實施積極的財政政策和穩健的貨幣政策，增強宏觀調控的針對性、靈活性、有效性，加快推進經濟結構調整，大力加強自主創新，切實抓好節能減排，不斷深化 改革開放，着力保障和改善民生。這是中國政府和人民的戰略抉擇。中國的發展是和平的發展，開放的發展，互利的發展，共贏的發展。中國人民願同各國人民一 道，共享發展機遇，共同應對挑戰，推動建設持久和平、共同繁榮的和諧世界。
The year 2011 is also the first year of the 12th Five-Year Plan period. We should admit that China is still a developing country. Our Per Capita GDP is only one thirteenth of that of the US. We still face a lot of challenges and have a long way to achieve our national development goals. The implementation of the 12th Five-Year Plan is to thoroughly apply the Scientific Outlook on Development, employ the expedited transformation of the economic development pattern as the main line, increase the pertinence, flexibility and efficiency of the macro-control, stress management of energy saving, deepen the reform and the opening-up process, and comply with the people's expectations of better lives. This is a strategic choice of the Chinese government and people. China's development is in peace and harmony, through opening-up and in the context of mutually beneficial development. Chinese people are committed to working with all nations by sharing the development opportunity, facing the common challenge and promoting a harmonious world of long lasting peace and common prosperity.

Dear friends,
一年來，中美關係總體保持了積極發展的勢頭。今年一月，中國國家主席胡錦濤成功訪美，與奧巴馬總統就共同推動建設21世紀積極合作全面的中 美關係達成了共識。不久前，拜登副總統的成功訪華，進一步推動落實了兩國領導人達成的共識。第三輪戰略與經濟對話、第二輪人文交流高層磋商、亞太事務磋 商、人權對話、高級軍事代表團互訪等高層交往不斷，就事關中美關係發展的全局性、戰略性和長期性問題深入坦誠交換了意見，取得了多項具體成果。
In 2011, the China-US relations maintained an over-all positive development momentum. During his successful visit to the US in January, President Hu Jintao and President Barack Obama reached important consensus on working together to building a China-US cooperative partnership based on mutual respect and mutual benefit. Not long ago, US Vice President Joseph Biden's visit to China further implemented the consensus. There are many other exchanges, including the third round of Strategic and Economic Dialogue, the second round of High-level Consultation on People-to-People and Cultural Exchanges, the Asia-Pacific Affairs Consultation, the Human Rights Dialogue and the high-level military visits. Through these exchanges, both sides conducted candid and in-depth exchange of views on overarching, strategic and long-term issues concerning the development of bilateral ties and achieved many positive outcomes.
胡錦濤主席訪美期間與奧巴馬總統共同宣佈建立的中美省州長論壇機制，也得到了中美兩國各地方政府的積極響應和參與，省州作爲兩國一級行政區劃和經濟單元將日益成爲推動兩國關係的生力軍，掀開了中美機制化交流與合作的新篇章。
Moreover, the establishment of the China-US Governors Forum, an important outcome of President Hu's visit to the United States, was well participated by local governments at state and provincial levels from both sides. Through this platform, local governments from both China and the US will serve as a new force of promoting bilateral relations, opening a new page of China-US exchanges and cooperation.
特別應當一提的是，“中美省州長旅遊局長合作發展對話會議”正在夏威夷舉行，中國國家旅遊局邵琪偉局長親自率中方代表團與美方深入交換意 見；“文化中國·辛亥百年”文藝晚會將於明晚七點在夏威夷布萊斯德爾中心音樂廳上演，國僑辦許又聲副主任所率領的團隊將中國傳統與現代文化藝術獻給友好的 夏威夷人民。
I'd also like to mention the China-U.S. Tourism Leadership Summit being held in Hawaii. Chairman of the National Tourism Administration of China, Mr. Shao Qiwei is leading the Chinese delegation for exchanges of views with the US counterparts. The "Cultural China, Centennial Xinhai" Cultural Performance will be held in Hawaii Neal Blaisdell Music Hall tomorrow evening at 7:00pm. The team led by Vice Minister Xu Yousheng will dedicate the traditional and modern Chinese culture and art to the people of Hawaii.
這些都是中美開展友好往來的例證。中美兩國共同利益不斷擴大，合作領域不斷拓展，不僅給兩國和兩國人民帶來實實在在的利益，也爲世界的和 平、穩定與發展做出積極貢獻。中美雖在歷史、文化、社會、政治制度、經濟發展等諸多方面存在差異，但只要雙方相互尊重、平等相待，就一定能和諧相處、互利 雙贏。一個良好的中美關係符合兩國根本利益，有利於亞太地區乃至世界的和平、穩定、繁榮。
These are all good examples of the China-US friendly exchanges. Nowadays, the interests of China and the US are converging, and the fields of cooperation are expanding. This will not only bring tangible benefits to the people of the two countries, but also make positive contributions to the peace, stability and development of the world. Although China and the US differs in history, culture, society, social system, so long as both sides adhere to the spirit of mutual respect and equality, China and US will make win-win achievements. A better China-US relationship is in the fundamental interests of the two countries, and will help building the peace, stability and development of Asian-Pacific region and the world.

在洛杉磯以外的地區，特別是在夏威夷舉辦中國國慶招待會，是中國駐洛杉磯總領館自1988年建館以來的第一次。夏威夷州與中國經貿、文化、 旅遊等領域聯繫日益密切，同中國地方省市的友好往來愈加活躍，在此舉辦國慶招待會適逢其時。上個月，上海同夏威夷檀香山定期直飛航班正式開通，爲雙方人員 往來和遊客觀光提供了極大便利。一週前，國際姐妹城市峯會在夏威夷召開。作爲夏威夷州的友好省州，中國廣東省和海南省均派代表出席了此次會議。期間，四川 省成都市與檀香山市正式簽署建立友城協議書，使成都成爲繼廣東中山市、河北秦皇島市、海南省海口市之後，與檀香山市結好的第四個中國城市。在此，我願借在 夏威夷舉辦國慶招待會的機會，向夏威夷州政府、議會致以崇高的敬意和良好的祝願！
This is the first time since its opening in 1988, that the Chinese Consulate General in Los Angeles is celebrating China's National Day in a city other than Los Angeles. As you all know, the State of Hawaii maintains an increasingly close tie with China in the field of economy and trade, culture and tourism, as well as the active exchanges with Chinese provinces and cities. Last month, the launch of the scheduled direct flight between Shanghai and Honolulu greatly facilitated the bilateral people-to-people exchange. Last week, Sister-cities Summit was held in Hawaii, representatives from Guangdong and Hainan Province attended the summit as the sister states of Hawaii. During the summit, a sister-city agreement was also signed between Chengdu City of Sichuan Province and the city of Honolulu, which makes Chengdu the fourth sister city of Honolulu after Zhongshan City of Guangdong Province, Qinhuangdao City of Hebei Province and Hai Kou city of Hainan province. So I can say that the decision to hold this National Day Reception in Honolulu, is a perfect one. I'd like to take this opportunity to extend my best wishes to the Government and people of Hawaii!

中國成就的取得和中美關係的發展，離不開廣大旅美華僑華人的支持。你們勤於耕耘、勇於開拓，不僅努力服務於各自社區，也關心中國的建設和發展，是中美兩國人民間不可替代的友誼橋樑和友好紐帶。我願藉此機會，再次對大家對中國建設與發展一如既往的支持表示敬意和感謝！
The achievement of China and the development of China-US relations can't be achieved without the effort of the local Chinese community. You are the messenger and bridge of friendship between China and the United states. I would like to take this opportunity to express my sincere thanks for your continuous support!
