普京:美國是全球經濟的“寄生蟲”

Russian Prime Minister Vladimir Putin accused the United States Monday of living beyond its means "like a parasite" on the global economy and said dollar dominance was a threat to the financial markets.

俄羅斯總理弗拉基米爾 普京本週一譴責美國寅吃卯糧,是全球經濟的“寄生蟲”,並稱美元的主導地位對金融市場構成威脅。

"They are living beyond their means and shifting a part of the weight of their problems to the world economy," Putin told the pro-Kremlin youth group Nashi while touring its lakeside summer campsome five hours drive north of Moscow.

普京對親克里姆林宮的青年組織“納什”說:“美國在‘寅吃卯糧’,還把自己的部分問題轉嫁給全球經濟。”當時他正在參觀該組織舉辦的湖畔夏令營,這裏位於莫斯科以北,車程約5小時。

"They are living like parasites off the global economy and their monopoly of the dollar," Putin said at the open-airmeeting with admiring young Russians in what looked like early campaigning before parliamentary and presidential polls.

US President Barack Obamaearlier announced a last-ditchdeal to cut about $2.4 trillion from the US deficit over a decade, avoid a crushing debt default and stave offthe risk that the nation's AAA credit rating would be downgraded.

美國總統奧巴馬稍早宣佈兩黨在最後時刻達成未來10年內削減預算赤字2.4萬億美元的協議,避免出現嚴重的債務違約,也避開了美國AAA信貸評級被下調的風險。

The deal initially soothed anxieties and led Russian stocks to jump to three-month highs, but jittersremained over the possibility of a credit downgrade.

該協議最初緩解了各方擔憂,俄羅斯股市漲至3個月來的高位,但由於美國信用評級仍有下調可能,市場恐慌仍然存在。

"Thank god," Putin said, "that they had enough common sense and responsibility to make a balanced decision."

But Putin, who has often criticized the United States' foreign exchange policy, noted that Russia holds a large amount of US bonds and treasuries.

"If over there (in America) there is a systemic malfunction, this will affect everyone," Putin told the young Russians.

"Countries like Russia and China hold a significant part of their reserves in American securities ... There should be other reserve currencies."

U.S.-Russian ties souredduring Putin's 2000-2008 presidency but have warmed significantly since his protégéand successor President Dmitry Medvedev responded to Obama's stated desire for a "reset" in bilateral relations.

美俄關係在普京2000至2008年的總統任期內惡化。但他的得力繼任者梅德韋傑夫上臺後,積極迴應奧巴馬重塑兩國關係的願望,之後美俄關係顯著升溫。
