rainmaker的字面意思是“能造雨的人”，原指美國印第安人中聲稱能祈神爲人們降下甘霖的“喚雨巫師”。20世紀60年代，該詞用於商業和政治事務中，尤指美國議會裏的超級說客，他們神通廣大，能呼風喚雨，操縱着美國的政壇。
