朝鮮誓言絕不放棄核武

North Korea has vowed to inflict a “thousands-fold” revenge on the US as it condemned the latest UN sanctions on Pyongyang, saying it will never give up its nuclear programme.

朝鮮譴責最新一輪聯合國制裁,誓言要“千百倍地”報復美國,稱自己永遠不會放棄核計劃。

The comments on Monday followed a UN vote at the weekend backing the strongest economic sanctions yet against the nuclear-armed rogue state. They coincided with a call from the US for North Korea to stop its missile tests as a precursor to talks.

此前,聯合國於上週末投票支持有史以來針對這個擁核無賴國家的最嚴厲的經濟制裁。這些制裁措施出爐之際,美國呼籲朝鮮停止試射導彈,作爲談判前提。

Pyongyang’s official Korean Central News Agency said the sanctions were a “heinous US plot to isolate and stifle” North Korea and said the country would not be forced to negotiate over its nuclear weapons.

平壤官方的朝中社(KCNA)表示,制裁是美國孤立和扼殺朝鮮的令人髮指的陰謀,稱朝鮮不會被迫就核武器進行談判。

It said the UN Security Council sanctions, which it called a “violation of sovereignty”, were fabricated by the US and that Pyongyang would respond with an “action of justice”.

它稱聯合國安理會(UN Security Council)的制裁——它稱爲“違反主權”——是美國炮製的,而平壤會採取“正義行動”。

Rex Tillerson, US secretary of state, on Monday urged North Korea to cease its ballistic missile tests so it could begin dialogue with the US and others.

“The best signal that North Korea could give us that they’re prepared to talk would be to stop these missile launches,” he told reporters in Manila ahead of meetings with his Asian counterparts. He also called for UN Security Council members to enforce strong new economic sanctions to show the regime its actions are “unacceptable”.

The UN vote, which gained approval from China and Russia and aims to deprive North Korea of $1bn in revenues, marked a victory for a US-led effort to form an international coalition to halt the country’s nuclear programme.

After a telephone conversation between US President Donald Trump and South Korea’s President Moon Jae-in on Sunday night, the White House said the two leaders welcomed the UN resolution and “committed to fully implement all relevant resolutions and to urge the international community to do so as well”.

The resolution introduces an export ban on key products in retaliation for two intercontinental ballistic missile tests last month — the first in North Korea’s history — although it stopped short of a ban on oil imports and air travel.

The sanctions impose a ban on coal — North Korea’s leading export, worth an estimated $400m a year — as well as seafood products, worth an additional $300m, plus iron ore, lead and lead ore, amounting to a shortfall of a third of annual revenues.

The US and its allies have for months sought to squeeze the regime of Kim Jong Un in an effort to bring it to the negotiating table and convince it to give up its rapidly developing nuclear programme. Speaking at the UN in April, Mr Tillerson had called for “painful sanctions” against North Korea.

Nikki Haley, US ambassador to the UN, said the UN vote had taken the penalties against Pyongyang “to a whole new level” and “put the North Korean dictator on notice”.

On Sunday, the day after the UN vote, China’s foreign minister warned his North Korean counterpart that the situation on the Korean Peninsula was close to “crisis point”.

At a meeting in the Philippine capital Manila, China’s Wang Yi told North Korea’s Ri Yong-ho that the UN-agreed measures were “necessary, but not the end-goal”, and that the aim was to bring Pyongyang back to the table for talks.
