巴勒斯坦下週申請聯合國承認其建國

A Palestinian official says the Palestinians will present their bid next week for state recognition at the United Nations, as Western envoys continue to push for a revival of Israeli-Palestinian peace talks.

Foreign Minister Riad al-Malki said Thursday that Palestinian President Mahmoud Abbas will submit the application on September 23, as the U.N. General Assembly meets in New York.

It is not clear if Mr. Abbas will seek U.N. Security Council approval of U.N. member status for an independent Palestine, or instead seek lesser 'non-member' status within the world body.

A bid for full membership would be subject to a veto by one of the five permanent members of the Security Council, including the U.S., which has opposed the Palestinian plan and said it would use its veto power. Achieving non-member status requires only a simple majority in the 193-member General Assembly.巴勒斯坦官員說，巴勒斯坦人下星期將向聯合國遞交申請，尋求聯合國承認巴勒斯坦國。與此同時，西方外交特使們繼續努力重啓以色列、巴勒斯坦和平談判。

目前還不清楚，阿巴斯是否尋求聯合國安理會批准獨立巴勒斯坦國的聯合國成員國地位，還是尋求稍低一級的非成員國地位。

不過，申請聯合國成員國地位有可能遭到安理會五個常任理事國中一個國家的否決。美國曾反對巴勒斯坦人的計劃，並表示將行使否決權。要獲得非成員國地位只需要193個成員的聯合國大會的簡單多數贊同即可。
