NPC Delegates Say the Darndest Things

In addition to providing a fair amount of empty political theater, China's legislative season also allows a rare opportunity for high-ranking officials and delegates to the National People's Congress to speak somewhat frankly, and, on occasion, a bit clumsily.
中國一年一度的全國人大會議除了在很大程度上充當空洞的政治舞臺，也不失爲一個少見的機會，讓高層官員和人大代表們得以坦率地發表言論，但偶爾也不失雷人之語。

While China's official media have shown restraint reporting these impromptu verbal gaffes, it's hard to prevent such statements from spreading when they are recorded by packs of digital-recorder-toting journalists, not all of whom work for the mainland's controlled media. Below, a selection of notable comments from recent days that have been making the rounds on Chinese Internet forums:
薄熙來雖然中國官方媒體在報道這類興之所至的失言情況時有所剋制，但它們會被衆多配備數字錄音設備的記者記錄下來，而這些記者並非全都來自受中國大陸政府控制的媒體。因此這些“雷語”流傳開來也就在所難免了。以下是近日在中國互聯網論壇上流傳甚廣的著名“雷人語錄”精選：

--Li Hongzhong, governor of Hubei province, was asked by a People's Daily reporter about last year's case of a hotel worker whose murder charges were dismissed after she claimed she had acted in self-defense when an official and his colleague tried to rape her. His reply: 'Are you really from the People's Daily? And you ask such a question? What kind of Communist Party mouthpiece are you? Is this how you guide public opinion? What's your name? I'm going to find your boss.'
──李鴻忠，湖北省省長。被《人民日報》記者問及去年的鄧玉嬌案時，李鴻忠的回答：你真是《人民日報》的？你還問這問題？你還是黨的喉舌？你怎麼引導輿論？你叫什麼名字？我要找你們領導去。

--Bo Xilai, party chief of Chongqing municipality, was asked bluntly by a Taiwanese reporter whether his ambitious mafia crackdown was aimed at getting him a seat on the Politburo's standing committee. The normally charismatic Bo looked around speechlessly for a while before replying, 'This isn't an appropriate occasion for making a show.' Bo also criticized the reporters in the room, telling them that they shouldn't only be thinking about making a scene?
──薄熙來，中共重慶市黨委書記。面對一位臺灣記者“重慶打黑運動是否是撈政治資本，爲的是中共十八大進常委”的問題，向來風度翩翩的薄熙來沉默了一會兒纔回應說，今天這種場合不適合做秀。薄熙來還批評在場記者，說他們不該只想着做秀。

--Huang Mengfu, chairman of the All-China Federation of Industry & Commerce, on the hot-button issue of property prices : 'Whether Beijing apartment prices are 20,000 yuan per square meter or 30,000 yuan, there's basically no harm to ordinary people. If I can't buy a place at 20,000, I still can't buy it if the price goes up to 30,000. This really has nothing to do with ordinary people. Unless the prices go down to 3,000 per square meter, is that possible?'
──黃孟復，全國工商聯主席。在房價這個熱點話題上黃孟復如是說：北京房價兩萬還是三萬，對普通老百姓來說根本就沒有痛苦，他們有什麼痛苦呢？兩萬我買不起，漲到三萬我還是買不起。這樣跟普通老百姓根本就沒有關係。除非降到3000元，可能嗎？

--Chen Huawei, an NPC delegate from Guangzhou and construction company executive, offered a 'let them eat cake' response on the same issue. 'Property prices are not determined by us developers, but by the market. Nowadays, people complain about high home prices but no one is forcing you to buy a place in Guangzhou or Shenzhen. You can go back to your hometown to buy a home, why does it have to be Guangzhou or Shenzhen?'
──陳華偉，廣東省全國人大代表、任一家建築公司經理。同樣在房價問題上，陳華偉也大發“何不食肉糜”之高論：房價不是我們開發商決定，是由市場來定的。現在說房價高，但沒有人叫你去廣州買，也沒有人叫你去深圳買，你回老家買就可以啊，爲什麼還要到廣州、深圳買？
