美國衆議院通過“特朗普醫保法案”

President Donald Trump celebrated his first big legislative victory by inviting Republican lawmakers to the White House after the House of Representatives voted to replace Obamacare, bringing the GOP a key step closer to its seven-year goal of dumping the healthcare law.

在美國衆議院(House of Representatives)投票支持替換奧巴馬醫保(Obamacare)之後，美國總統唐納德?特朗普(Donald Trump)把共和黨議員請到白宮，慶祝在立法上取得的首個大勝利。衆議院這次投票，令共和黨向實現取消這一醫保法案的目標邁出了關鍵一步，共和黨已爲此努力七年。

The House voted 217-213 to pass a Republican bill that would erase large portions of the signature healthcare reforms that Barack Obama passed in 2010. While the bill faces an uncertain future in the Senate, Thursday’s outcome was a big win for Mr Trump, whose first 100 days in office had ended without notable legislative achievements.

衆議院以217票對213票，通過了一份共和黨議案，該議案會取消巴拉克?奧巴馬(Barack Obama)在2010年通過的標誌性醫保改革方案的大部分內容。儘管新法案在參議院仍面臨不確定性，對特朗普來說，週四的結果卻是個巨大勝利。特朗普在其總統任期的頭一百天內，未能取得值得重視的立法成果。

“Its going to be an unbelievable victory?.?.?.?when we get it through the Senate,” Mr Trump said in the Rose Garden, where he was flanked by dozens of congressmen “This has really brought the Republican Party together.”

Republicans hailed the result as a significant step towards scrapping Obamacare, which was one of the top issues for the party’s core voters in the 2016 election. But Democrats, who have started calling the bill “Trumpcare”, said it would raise premiums and force millions of Americans to lose health insurance.

共和黨人盛讚這一結果是向廢除奧巴馬醫保邁出了重要一步。在2016年大選期間，奧巴馬醫保是共和黨核心選民的頭號議題之一。不過，已開始稱新法案爲“特朗普醫保”(Trumpcare)的民主黨人則表示，新法案會提高保費，迫使數以百萬計的美國人喪失醫療保險。

“Trumpcare is a billionaire’s tax cut disguised as a healthcare bill,” said Nancy Pelosi, the top Democrat in the House. “It is Robin Hood in reverse.”

衆議院頭號民主黨人南希?佩洛西(Nancy Pelosi)表示：“特朗普醫保是打着醫保法案幌子的億萬富翁減稅方案。這是劫貧濟富的逆向羅賓漢。”

Ms Pelosi said the bill was worse than an earlier version that the Republicans pulled from a vote at the eleventh hour in March, in a humiliating defeat for Mr Trump on Capitol Hill. “Now it has come back to life like a zombie even more scary than before.”

The non-partisan Congressional Budget Office had estimated that the original bill would have cost up to 24m Americans their coverage. The new bill passed the House before the CBO had time to evaluate it.

無黨派的國會預算辦公室(Congressional Budget Office)曾估計，最初版本的法案或令多達2400萬美國人失去保險。新法案在衆議院通過之時，國會預算辦公室還沒來得及對其加以評估。

The decision to hold Thursday’s vote had been a gamble for the White House, but Mr Trump and Mike Pence, his vice-president, personally lobbied lawmakers, including some who had publicly opposed the measure.
