North Korea has made a rare Move to defend its human rights record, circulating a draft UN resolution amid growing international condemnation of rampant violations in the secretive communist state.

朝鮮做出罕見舉動捍衛該國人權紀錄,在國際社會越來越強烈譴責這個行事詭祕的共產黨國家嚴重侵犯人權的背景下,散發了一份提交聯合國的決議草案。

The country’s UN mission on Wednesday showed its draft resolution to about 60 diplomats at a closed-door meeting, signalling its willingness to engage in a dialogue about human rights with the international community.

朝鮮駐聯合國代表團週三在一個閉門會議上向大約60名外交官展示了其決議草案,顯示該國願意在人權問題上同國際社會展開對話。

Questions and comments were sought, with the country saying it has “nothing to hide”. In the text of the resolution, North Korea repeated its claim that the country was making a big effort to improve its human rights and that the issue should not be abused for political purposes, Seoul’s state-run Yonhap News said on Thursday.

朝鮮歡迎各方提出問題和意見,稱其“沒什麼可隱瞞的”。據韓國官方的韓聯社(Yonhap)週四報道,朝方在決議草案中重複了自己的說法,即該國正在大力改善人權,同時這個問題不應被濫用於政治目的。

In the 20-minute meeting, China said it strongly opposed resolutions that interfered in a country’s internal affairs and damaged mutual trust. No diplomats commented on the draft resolution. North Koreans said they would welcome comments until the end of the month.

在這場20分鐘的會議上,中國表示,它強烈反對干涉一個國家內部事務和破壞互信的決議案。會上沒有外交官對朝方的決議草案發表評論。朝鮮表示,歡迎在月底前提出意見。

The move comes after the EU and Japan criticised North Korea’s rights record in a recent resolution and urged the UN Security Council to refer the country to the International Criminal Court.

朝鮮採取此舉之前,歐盟和日本在最近一項決議中批評了朝鮮的人權紀錄,並敦促聯合國安理會(UN Security Council)把朝鮮送上國際刑事法院(International Criminal Court)。

The draft resolution was not made public but in a letter to diplomats circulated last week the country said it would mention the country’s free education and medical systems and its diplomatic overtures to South Korea, Japan and European nations.

朝方並未公佈上述決議草案,但在上週分發給各國外交官的一封信函中,朝鮮表示將提及該國的免費教育和醫療系統,以及該國向韓國、日本和歐洲國家伸出的外交橄欖枝。

North Korea has long been labelled one of the world’s worst human rights violators but Pyongyang had until recently bristled at such accusations, dismissing them as a US-led attempt to topple its regime. However, it has taken a different approach in recent weeks to counter criticism, issuing its own human rights report, which insisted its citizens “enjoy genuine human rights”.

朝鮮早已被稱爲世界上最糟糕的人權侵犯者之一,但直到不久以前,該國一直對此類指控表示憤怒,稱其爲美國帶頭的企圖,目的是推翻朝鮮政權。不過,近幾周朝鮮改變了應對批評的姿態,發表自己的人權報告,堅稱該國公民“享有真正的人權”。

“The shift in their attitude seems to be part of their organised efforts to shield Kim Jong Un from being referred to the ICC, although China and Russia are likely to block any such move by the Security Council,” said Yang Moo-jin, a professor at Seoul’s University of North Korean Studies.

The 50,000-word human rights report from North Korea came after a UN report in February condemned “systematic, widespread and gross human rights violations” in North Korea, with an “almost complete denial” of the rights to freedom of thought and expression, as well as extensive torture, rape and murder in the prison camps. Pyongyang dismissed the report as baseless.

朝鮮發表5萬詞的人權報告之前,聯合國2月發表的一份報告譴責朝鮮存在“系統、廣泛和嚴重的侵犯人權行爲”,“幾乎完全剝奪”思想自由和言論自由的權利,該國的集中營存在大量酷刑、強姦和謀殺。平壤方面駁斥這份報告,稱其毫無根據。
