學術評價體系 academic appraisal system

在8日舉行的全國政協十一屆四次會議記者會上，全國政協委員、九三學社中央副主席邵鴻在回答提問時談到，最近頻頻爆出高校學術腐敗事件，這和大學的行政化背景以及高校普遍實行以年度剛性指標、數量化的考覈辦法有關。

全國政協委員邵鴻還建議建立一個不過分注重學術論文和獲獎數量的學術評價體系。

上面的報道中，academic appraisal system就是“學術評價體系”，appraisal一般都做“評估、評價”的意思，如graduation appraisal（畢業鑑定）、mass appraisal（批量評估）等。

目前的學術評價體系對論文數量和獲獎數量等都有一個剛性的要求，使得不少學者gear towards quick success and instant benefit（急功近利），導致academic misconduct（學術不端行爲）屢見不鮮。邵鴻委員建議成立supervising body（監督機構）對academic fraud（學術腐敗）進行監督，對不端行爲要採取zero tolerance（零容忍）態度。
