社會保險費率5月起下調 生育險與醫保合併實施

The Ministry of Human Resources and Social Security and the Ministry of Finance have jointly issued a notice on cutting social security premiums in the latest move to reduce enterprises' burdens.

中國人力資源社會保障部和財政部近日聯合發佈關於降低社會保險費率的通知,這是減輕企業負擔的最新舉措。

According to the notice, effective May 1, employers' contribution rate to the pension fund will be cut to 19-20%, depending on conditions.

根據通知,5月1日起,企業職工基本養老保險單位繳費比例將根據實際情況降至19%-20%。

In places where the employers' contribution to the pension fund is over 20 percent of the payroll, the rate will be lowered to 20 percent. In places where the employer's contribution is already 20 percent, the rate can be lowered to 19 percent in the next two years, provided the total balance of pension fund in the region is enough for nine-month payouts.

對於企業職工基本養老保險單位繳費比例超過20%的地區,其單位繳費比例降至20%。對於那些單位繳費比例已經爲20%、且2015年底企業職工基本養老保險基金累計結餘可支付月數高於9個月的地區,可以在接下來的兩年內將繳費比例降低至19%。

The requirement for the rate of unemployment insurance payment, which was cut from 3% to 2% of the payroll last year, will be further reduced to 1-1.5%, with individuals' contribution capped by 0.5%.

失業保險總費率在2015年已由3%降至2%的基礎上,將再降至1%-1.5%,其中個人費率不超過0.5%。

The average contributions to work injuries and childbirth insurances remains unchanged following respective cuts of 0.25 and 0.5 percentage points last year. However, the two categories will be combined pending future regulations by the State Council, the notice said.

至於工傷和生育保險的平均費率,仍然按照去年的規定保持不變。去年這兩項分別削減了0.25和0.5個百分點。不過公告上指出,待國務院制定出臺相關規定後,這兩類將有可能被合併。

Different provinces, autonomous regions and municipalities are required to roll out specific plans accordingly. In response to the central government's earlier call to reduce the burden on businesses, 12 provinces and municipalities had cut social security payment requirements for employers and employees as of end-March.

各個省、自治區、直轄市需要制定出相應的細則。爲響應中央政府先前的政策以減輕企業的負擔,3月底,已經有12個省份、直轄市對企業和員工的社保繳費進行了下調。
